Overview
An independent public body undergoing significant organisational transformation partnered with Cpl to build and scale its recruitment function. Since 2023, this partnership has supported the organisation’s growth through the delivery of a structured, compliant and continuously evolving recruitment model.
Background
At the outset of the partnership, the organisation was undergoing a period of significant change, including a rebrand, an expanded remit and increased regulatory responsibilities. This was accompanied by growing workforce requirements and increasing recruitment demand.
Operating within a public sector framework, the organisation needed to ensure all hiring activity met strict governance standards, while also developing a recruitment approach that could scale in line with its evolving structure and priorities.
Challenge
The organisation needed to deliver recruitment across a wide range of roles and levels while maintaining full alignment with public sector governance requirements. Each competition had to be managed consistently, supported by accurate, accessible documentation and processes compliant with GDPR, equality legislation and relevant Codes of Practice.
At the same time, maintaining a positive candidate experience was essential. Applicants required clear communication, timely updates and a recruitment process that reflected the organisation’s professionalism from the start. Balancing these requirements became increasingly complex as recruitment volumes grew, creating a need for a more structured, scalable and consistent approach to hiring.
